Heydar Khanish oglu Asadov was born on October 24, 1959. İn 1978, he graduated from the accounting faculty of the Baku Soviet Trade College. In 1983, he graduated from the “Accounting and economics” faculty of the Azerbaijan National Economy İnstitute named after D. Bunyadzadeh. İn 1978-1984, while studying at the institute, he worked as a worker, accountant, senior accountant, and senior inspector. In 1983-1992, he worked as a teacher and senior teacher at Azerbaijan State Economic Institute. İn 1987, he defended his candidate’s dissertation (Ph.D. thesis) at the Moscow State University named after M. V. Lomonosov and got a degree in Economic Sciences.

From 1992 to 1995, he was a doctoral student at the Marmara University of the Republic of Turkey.

İn 1995, he was appointed Deputy Finance Minister by the Decree of the President of the Republic of Azerbaijan.

From 1996 to 2007, he served as General Director of the Head State Treasury under the Ministry of Finance and Deputy Finance Minister of the Republic of Azerbaijan.

On April 17, 2007, he was appointed Chairman of the Chamber of Accounts by the decision of the Milli Majlis of the Republic of Azerbaijan. He held this post until October 22, 2013.

By the order of the President of the Republic of Azerbaijan dated October 22, 2013, he was appointed Minister of Agriculture. He held this position until April 21, 2018.

He was awarded the Medal “For Service to Homeland” second class by the decree of the President of the Republic of Azerbaijan No 1809 of October 31, 2011,  dedicated to the 10-th Anniversary of the Chamber of Accounts and special services in the activities of Chamber.

He was appointed rector of Azerbaijan State Marine Academy by the Decree of the President of the Republic of Azerbaijan of April 03, 2019.  He is an author of three monographs and more than thirty scientific works.
